The following message appear when I enroll Apple Developer Program:
Your enrollment could not be completed.
Your enrollment in the Apple Developer Program could not be completed at this time.
After this message, I can not access payment page.
I asked Apple to solve this problem, but any apple advice can’t help.
How can I overcome this? I want to enroll as a Apple developer.

I managed to get past this error and successfully enroll. I hope that the following will help out you and those who follow.
Next, I went back to Apple’s Developer website and attempted to re-enroll. I was very pleased to see the same error message as before:
Seeing the same error message is helpful. It indicates that Apple do not give a specific issue even when the credit card details are completely missing.
Attempting to enroll again allowed me past the «Your enrollment could not be completed» error message. I then had to deal with my bank blocking the credit card transaction, but that was just a simple phone call to authorize the transaction. Once authorized, I was very pleased to see:

Make sure, a phone number from the country your AppleId is registered in is connected with your ID.

I’m having the same problem. I even obtained a DUNS number because support thought that enrolling through an organization might help, but I don’t get that far. As soon as I scan my driver’s license I get a rejection. Now the Developer App just reports the «Your enrollment in the Apple Developer Program could not be completed at this time» message. I’ll try calling support AGAIN tomorrow.
I just got the same error message and have no idea why.
I’m new to Apple development, I barely even use Mac so it’s not like I should have historical/clashing account issues. The rejection and error message is so useless I’m genuinely stunned it was allowed to be like this. To be simply told, «Your enrolment could not be completed» without ANY other info, no links, no advice, nothing? No wonder Apple is a sinking ship.
Seems to just be sat milking as much as possible off the iPhone i-Everything hype and the growing Chinese market. Nothing at all is done with actual developers in mind. All form over function, leading to absurd rejection error messages like this.

I had this same issue and I have just got it resolved.
After several unhelpful calls / emails the past few days I called Apple support again and spoke to a really helpful lady.
I did exactly that at it worked perfectly!
I hope other people can have the same luck.
I had this same issue, created another account, changed few cards, made a call, and still Nothing.
Recieve am email with Your enrollment in the Apple Developer Program could not be completed at this time. And had a phone talk with the apple and Your enrollment in the Apple Developer Program could not be completed at this time at the end. What a joke.

Same here, from Norway. I emailed the support and my jaw almost hit the floor when I got the following reply
«My name is Roy from Apple Developer Program Support, thank you for your email. For one or more reasons, your enrollment in the Apple Developer Program could not be completed. We are unable to continue with your enrollment at this time»
That is almost verbatim what I wrote in my initial post to them, is there an echo at the apple support?
Same story than many here. Initial enrollment attempt I had the chance to enter adress details, etc, and only got the infamous message at the end.
I am running an EU-based company and my application has been rejected several times already. There is no explanation given why. All information provided by me is legitimate. I have never uploaded anything to the app store nor done any misconduct.
I am honestly shocked by this. Especially that there is no one to talk to on the phone.
My application got rejected because I entered the information of my company instead of my personal information. So even if you want to open an account for your company, you first need to enter all of your personal information. Your company information will be requested at a later step. If you enter the information of your company at the first step, your application will be rejected immediately and you won’t even reach the step where you are supposed to enter the information of your company. Someone friendly from support pointed this out to me and it solved the problem.
Problem:
All of your information is correct, yet you cannot enrol into the programme. Even the most senior level of support do not know what the issue is, you are told that your application has valid information yet nothing can be done. You make a complaint but hear nothing back. You try creating new Apple IDs as advised by support however this does not work.
Solution that worked for me:
Go onto a new network with a brand new IP address that is not associated with your Apple IDs that have been rejected.
Register a new Apple ID with a phone number not tied to your previous apple ids.
Setup the TFA on a device that has no relation to your previous account. I used someone else’s MacBook.
Assuming Apple’s system has no way of linking your new Apple ID to the one they are rejecting, you will now be able to enrol in the programme.

No one here on DevForums can help you with enrolment and account issues. You need to escalate this with Developer Programs Support, who you can contact by going to the Contact Us page on the developer web site and then following Membership and Account > Program Enrollment (note the US spelling on both words 🙂

What is wrong with you guys (Referring to the apple developers team)!!
I’ve been trying to solve this problem since last week but no luck at all. Apple support also ***** in this case. They say that they’ll get back to me after investigating my issue but never do.
I tried a whole bunch of accounts (old ones, new ones, the one created from windows, the one created from mac, the one created from iPhone) but all shows the same error. Added correct information in my account and there is no age issue as I’m 31 years old!!
If it was google, They’ll let you complete this process in only a couple of hours not days but hours! I’m not saying that it should be too liberal but at least be clear about the process and what’s missing.
I have no clue what is wrong with my account. All information is provided is legit and legal. I’m even willing to provide my legal documents to prove it but can I do that. **** no!! Because there is nothing I can do at this point. Smartest people on the planet my a$$!!
I’m so **** frustrated with this issue. I just want a developer account so that I can upload my apps to app store but I’m nowhere near doing that.
They don’t realize how important it is for people like me to have the ability to upload apps to AppStore.
I really wish someone who hears me out can help me get enrolled in the Apple Developer Program successfully.

В том, что из-за этой проблемы мы с вами не можем потратить деньги в магазинах App Store и iTunes Store. Свои личные, честным трудом заработанные деньги. Отдать компании и разработчику. Нельзя.

Все происходит приблизительно так: у нас есть желание купить игру, приложение или внутриигровую валюту — жмем оплатить — получаем «Your purchase could not be completed». Что это значит? Дословный перевод ошибки — «Ваша покупка не может быть завершена». Согласитесь, понятней пока не стало. Это нормально. Это Apple. По-другому и не бывает:)
Итак, у нас ничего не скачивается и не загружается. При этом, нам настойчиво предлагают обратиться в техническую поддержку вот такой вот фразой: «For assistance, contact iTunes support at www.apple.com/support/itunes/ww/.»
Впрочем, техподдержка может и подождать, а мы пока перейдем к причинам данной проблемы:
Что делать в первых двух случаях ясно — закинуть денег, проверить данные карты и при необходимости обновить их. А как быть с двумя оставшимся? Что это за нарушения и какие вопросы? Давайте об этом чуть подробней…
Итак, к ошибке «Your purchase could not be completed» в iTunes и App Store может привести нарушение пользовательского соглашения компании Apple.

Текст там действительно немаленький и придраться можно к многому, но наиболее распространенная причина — использование магазинов iTunes и Gift-карт других стран, отличных от страны вашего проживания.
Сейчас чуть подробней:
Итак, у вас есть Apple ID созданный на территории России и с Российским App Store. В один прекрасный момент, вы на этой учетной записи начинаете менять магазины (например на американский) и пользоваться Gift-картами из Америки. Потом еще раз изменили магазин на какой-нибудь другой страны и т.д. При этом вы по по-прежнему территориально находитесь в РФ.
Так вот, дорогие друзья, по правилам этого делать нельзя. Находитесь в России? Используйте российский App Store. Переехали в Китай? Обязательно смените страну и используйте китайские сервисы. Иначе — «Your purchase could not be completed» и здравствуйте заморочки с восстановлением Apple ID.
Вы скажите: «Да у меня все знакомые так делают и все отлично, чего автор нагнетает?». Я отвечу: «У меня многие друзья поступают аналогично и пока все хорошо». Учетных записей много, и логично предположить что Apple не может проверить всех и вся. Просто если вы занимались подобным и столкнулись с «Your purchase could…», то это первое на что нужно обратить внимание.
Как поступить? Также как и в том случае, когда вы абсолютно не подозреваете за что прилетела подобная ошибка — связаться с технической поддержкой компании Apple и решить с ними все вопросы по использованию аккаунта.
Быть может данная проблема — это просто технический сбой (на американских форумах можно прочитать массу подобных примеров) и все можно исправить за несколько минут. Или им потребовалась какая-то дополнительная информация. Или… В общем, проще позвонить (написать) и спросить. Тем более, поддержка у Apple одна из лучших — в большинстве случаев все вопросы решаются в пользу клиента.
